How the source established it
An advisory opinion requested of the Court by the United Nations General Assembly in resolution 77/247 of 30 December 2022. The Court states its own answer and records how each judge voted, by name.
What the source does not claim
The opinion expressly excludes Israel's conduct in Gaza after 7 October 2023, and this is the reserve most often dropped. The Court writes that the policies and practices put to it by the General Assembly "do not include conduct by Israel in the Gaza Strip in response to the attack carried out against it by Hamas and other armed groups on 7 October 2023". The request was adopted in December 2022. Reading this opinion as a ruling on the war would attribute to the Court something it declined to address.

Four judges voted against, and the Court names them: Vice-President Sebutinde and Judges Tomka, Abraham and Aurescu. Eleven voted in favour: President Salam and Judges Yusuf, Xue, Bhandari, Iwasawa, Nolte, Charlesworth, Brant, Gómez Robledo, Cleveland and Tladi. The division is part of the finding, not a footnote to it.
